It breaks my heart to hear this news, I was lucky enough to work at NAVSEA with Clay, Rich Stoffa, Gary Thomas, and Ray Matyas in the mid-80's supporting the CG-16/CG-26 Class ships and have great memories of those years. Clay is a big part of them. I learned alot from these guys about our Navy, those ships, the overhaul process and life in general. We worked hard and had fun along the way. I remember feeling like Clay and Rich's "middle sister" most of the time. They liked to play jokes and tease, and offering "brotherly advice" on my personal life whether I wanted to hear it or not... I remember when Clay started talking about this girl named Maureen and how he'd smile when he mentioned her name, and later how happy he was on their wedding day. That was such a fun trip to New York! But life has a way of moving on and each of us eventually moved onto other jobs, but these guys were always in the back of my mind. Recently I've been travelling back to the Seattle area to visit our U.S. Navy son and his family, and when the Ferry pulls up next to Puget Sound Naval Shipyard I smile and think about those guys. Always planning on getting back in touch, but sadly now never following through. Clay, I wish I had,

We worked together closely in NAVSEA when I was an active duty naval officer back in 1988-89. He was a serious and consummate professional. I was a Caps fan and he of course loved the Sabres - we used to really get after each other after every game they played. His sense of humor was classic.
I am so saddened to hear this news. I wish you all the very best and I hope the many sweet memories will sustain you always.

I’ve had the honor and privilege of working with Clay on and off since around 2000 and what I remember most about Clay was his love and admiration of his family and his innate ability to just get things done and make things happen regardless of the obstacles thrown in front of him. We worked together on the conversion/restoration of PC-1 for transfer to the Philippines and later when I saw an opportunity to bring Clay back to the FMS group to help with the Iraq programs I jumped at it and once again Clay just made it happen, many times at his own personal sacrifice. While traveling with Clay, he always held his family close to his heart and never missed the opportunity to brag about his kids. He’ll be greatly missed by all of us in the FMS community. My deepest condolences to Maureen and their children.

Clay was a brother in arms, a cul de sac warrior, who cherished his family and friends. When we were looking to move from Alexandria, we were looking for a neighborhood full of children. The day we looked at our house on Ruffsdale, there was a hoard of kids playing in the street in front of the Shepherd homestead. We looked at each other and knew we had found our new home.
Our neighborhood was tight in those days, and Clay and Maureen were the hub of the wheel that connected the spokes. Their home was always filled with kids, chaos, love, events and more love, and they shared it all gladly.
The memories with Clay are endless: getting creeped out at a late night moon bounce pick-up at a spooky carney site, building a neighbor's ping pong table in the early am of Christmas Eve and trying to deliver it in a howling windstorm, pick up baseball on the cul de sac that included anyone that could hold a bat, Redskins games, baseball back in D.C., Clay finding us on the infield at FedEx among 80K Stones fans, countless Shepherd birthday parties and celebrations, darts, flare guns on the Fourth of July, potato cannons in the woods, the annual Halloween pre- trick or treat kickoff, poker, Sundays at the Belmont Concerts and so much more. Let's not forget the can of Spam, the ultimate find at the annual Easter egg hunt!
Clay was always willing to lend a hand. One night we had to make three trips to Best Buy to pick up an old school Sony TV that weighed a couple hundred pounds. Clay climbed on neighbors roofs to hang their Christmas lights. He loved grilling Connor's dogs and cranking tunes. We often debated the best Stones albums, classic country songs and greatest guitar solos. His zeal for life knew no boundaries.
Shipmate, we love you, we miss you and we wish you peace. You were, and are, a great neighbor, friend and family man. You live on in our hearts. Bon voyage, sir.

Clay as many will attest to was a very positive and a great person to work for and with. His guidance and friendship will be certainly remembered. One of my best memories about Clay was the day we spent boating on the bayou fishing and enjoying the day down in south Louisiana. While we stopped to eat, Clay observed an alligator in the bayou a few yards from the boat and wanted to get a closer look. We decided to drift down the bayou as Clay leaned over the bow. All of a sudden a small fish jumped out the water near his face. The shock was so much he ended heads over feet on the bottom of the boat. As I rushed to his aid I found him laughing and a little pale. I asked him what happen and he said "ALL I SAW WAS TEETH" The gator dipped out of site and everyone survived. I feel he is chucking now about the ordeal and the great time we had.
