My deepest condolences on Capt. Ratliff's passing. I just today learned of it. He was the CO of my first Submarine, the USS Seahorse, and was revered by every man in the Crew. When I first met him I knew there was no order he would ever give that i would ever question.
A credit to the Navy and humanity. Thank you for sharing him.

I served with Bill as a JO in 73-75 as a member of the SubFlot/GruSix Staff. He was an outstanding naval officer and mentor who instilled in me leadership examples that help me be successful in my career. Proud to call him a friend.

Capt. Ratliff was my first CO and the best exemplar that could happen to a farm-boy ensign when I reported the SSN 669. HIs impact on my life as what a leader should be made my time in the Navy an adventure and a proving ground for shaping my character. Like many who served with him, I would be a lesser person had I not.

Bill was my CO during most of my time serving in USS Seahorse. He was a superb CO and was committed to training us, the junior officers. We had excellent deployments under his command for which the ship received many awards and commendations. His professionalism and integrity served as high standards for all of us to emulate.

I served with Bill at COMSUBLANT in 1983-85 period. He and Trudee made the staff a lot of fun, especially when we were the servers for the Admiral's dinner for the winning bidder at the Blue and Gold auction!
Bill and I crossed paths again after the Navy when we both worked in DC to support submarine programs near the Navy Yard. He and Trudee were great supporters of the Naval Submarine League, and I'll always remember his friendship and his smile.
Our thoughts and prayers are with your family.
