Some of you may know that Terry sang Baritone with the Reston Encore Chorale for the Fall 2019 concert season, culminating in a group concert (along with other area Encore Chorales) in the Concert Hall in the Kennedy Center, Washington DC. This was Terry's first time singing on a stage since high school. There were about 500 of us on stage so it's just about impossible to pick Terry out in the group shots, but in closeups you can look for a gentleman with quite dark skin, a lovely gentleman named Squire who passed away in December 2020; Terry is directly below him. In case you don't want to indulge in the whole hour-long concert, the Hallelujah Chorus starts at minute 48:00.

Terry was indeed a most interesting person. I can attest this from living next door to him for 30 years. His obituary notes that he worked with a number of senior people. One of them was James Schlesinger, the Secretary of Defense. After Schlesinger retire, he spent a good deal of time not only advising on technical matters, but also fishing. Terry dealt with him on a number of occasions and they became friends. In fact, they used to go fishing together. Not everyone had that sort of eclectic charm. Another example showed up when my daughter arrived late for dinner at my house and said, somewhat officiously, that I should hurry up the meal because she was busy and had other things to do. So I sent her over to the McGurn's to get some butter. After 20 minutes she was not back so I sent her brother over to investigate. After 20 more minutes both of them were declared missing, so I went over and discovered them both drinking beer and listening to Terry's stories. So we sat around until 10 pm both listening and letting my dinner get cold. That's the kind of charm Terry had.

Terry and June were part of our family...we traveled together, visited each other and laughed ten thousand laughs. Terry had stories for every occasion, sad, happy, sordid or noble. That which touched me on a professional level was his innate understanding for how to teach and to communicate complex subjects of great importance to his many acolytes, whom he treasured. I met several of them, to whom he was mentor, uncle, stern taskmaster and friend. He could suppress his own ego and superior knowledge in order to listen to a silly argument and never express a negative thought about the other person. On a personal level, I never have felt that I had a truer friend. I loved him and so did my entire family, all 10 of us. This is a tribute to him but we would not have had him nearly so long, had he not had June. Few of his doctors would have had patients who laughed at and with them while they were performing therapies that were not trivial in the least. His love of animals was very strong...they knew that and responded...a man of his character does not normally survive the politics of government but he thrived by being so obviously genuine and honest that there was a bubble around him marked "a special person, hands-off", Jim Litton

I had the privilege and honor of knowing Terry for 16 years. The thing I'll remember most is the sheer joy Terry got out of life. This was a person who found delight in everything and everyone. Terry was at his best telling a story. It hardly mattered if the story took place in New Jersey 70 years prior, last week when the electrician came to his house or on safari in Africa...everyone he encountered was fascinating, kind, delightful and funny. He would laugh until he cried, recounting his exploits and encounters with the colorful characters that crossed his path. "People are great, kid" was the invariable ending to those stories. The best thing about him was that he truly believed it.
Terry's wit and intelligence were a rare combination, and he will be sorely missed by us. We're just sorry we didn't get to hear a couple more stories before he had to go.

I met Terry in 1971 when we were both assigned to work on a high-visibility project at CIA. We hit it off immediately; our senses of humor were uncannily similar. I have nothing but fond memories of him, laced with stories of people we worked with, things that happened, and frustrations that were faced. Once, in the early/mid 1970s, we were on TDY to Sunnyvale, CA to meet with the then president of ESL, an electronics firm that had dealings with the Intelligence Community. We stayed in downtown San Francisco, even though our official business was quite a distance away, almost to San Jose. After a hard day's night drinking Irish coffees at the Buena Vista (we were there til it closed) and then to other establishments in North Beach, we finally crashed. The wake-up alarm was most unwelcome, and neither of us could face a frantic drive to Sunnyvale. So we called the company and asked to postpone our morning appointment to later in the day because "issues had come up". ESL's president was gracious and understanding, rearranging his schedule for us. And that, as Dr. McGurn and I would later retell and embellish, was when we "blew off" a future Secretary of Defense (William Perry) because we were hung over. Terry enriched the lives of all who knew him. He will be missed. Condolences to June and the rest of Terry's family, near and far.

I never tired of hearing this story, thinking that, if it had been I, ( and there were times when I was in the same condition with VIPs waiting), I would be incapacitated, it is not only a tribute to Bill Perry's graciousness and intellectual curiosity but to two guys who completed the mission under tough, if self-induced circumstances. Uncle Terry was a part of my life from as far back as I can remember. His happy demeanor and kindness were always present. One event in particular stands out because he and my dad spent hours fixing my new doll - they were both my heroes that Christmas day. But that was just Terry, always willing to chip in and always ready to do his best and the best for those in his life.
And we were always so proud of the impactful work that he did. We knew that his dedication to our country ran as deep as his devotion to his family.
We will miss his steady demeanor, his ability to make us laugh and his determination to be upbeat, always. Rest peacefully, my dear uncle. I will endeavor to carry your spirit with me.

Terry was an amazing neighbor to the Rumrill's in Reston for almost 50 years. He was the real scientist I got to interview for my 8th grade science class, what a delightful interview. Terry was a consistently kind and present neighbor and will be missed dearly.

I met Terry only about a year ago in the Reston Encore Chorale for Seniors. I loved his smile and enthusiasm for the music and singing. According to June, he had never really sang before. My deepest condolences to Terry's family.
I worked with him from time to time for almost 30 years. Every time our lives crossed, he was master of both the technical work we shared and his personal interactions with me and others that fostered trust and friendship. Our last meeting was at a technical conference, where I found Terry attending many sessions I had selected and in the conference center reviewing data on his laptop between sessions. He leaves a professional and personal legacy that I will cherish.

Terry was an enthusiastic member of our singing family, Encore Chorale of Reston. Somewhat reluctant at first, he told me that, to his surprise, he enjoyed it so much that he found himself humming his bass part while going about his business. Then he laughed. I still smile at that memory.
I will miss his energy and cheerful smile. RIP, Terry. It was a pleasure knowing you.

I missed celebrating our birthday together last Monday.
