William E. McKinney of Herndon, VA was born in Queens, NY on February 22, 1938 to the late Elmer and Caroline Clancy McKinney. He is survived by his wife Elizabeth G. McKinney; his children William E. McKinney, Jr. of Baton Rouge, LA and Kathleen McLeod of Herndon, VA; a brother, Donald McKinney and his 4 grandchildren; Kelly, Erik, Katie and Lauren. Mr. McKinney retired from the U.S. Navy with the rank of LCDR.
