When I started with USGS Water Resources in 1994 Celso was so very helpful. Always providing thoughtful insights and ready to discuss options. I was lucky to begin my USGS career working for an organization that was hard working, dedicated to the missions, and compassionate about each other’s well being and Celso was part of that fabric.
