I am late finding out about Rick's passing and want to offer my condolences to his family. I am among the army of friends and track athletes he favorably impacted during his life. I know there is much more to Rick's story than distance running as he was a great family man and completed an esteemed professional career. But our high school track team is where I had the most interaction with Rick and where he made an impression on me that I never forgot.
Even as a teenager Rick distinguished himself as an exceptional student, athlete, and team leader. He was a standout member of the Bishop O'Connell High School (Arlington, VA) class of 1970, but his excellence was not just individual. So strong was his influence that he elevated a whole generation of track athletes at O'Connell.
Rick ran a 4:19 mile in 1968 to become one of the fastest 10th graders on the East Coast. But the fastest kid was also one of the best kids. For the entirety of his high school years Rick's maturity, work ethic, and quietly fierce competitive drive made him a supreme role model for those of us lucky enough to call him teammate. He showed all of us, even his coaches, just exactly what it took in training, determination, and guts to be a winner. A whole lot of us looked up to Rick, and always will.
Eternal rest grant unto him, O Lord,
and let perpetual light shine upon him.
May he rest in peace.
Jim Kenney

Ed and I will miss Rick for his friendship, for his loyalty, for his intellect, and for his wry sense of humor. He was always there for us with a smile when we needed his help. But more importantly, he was a calming force in a world that needs more like him in it. Rick, we think about you every time we look over your beloved Potomac and its waterways. We keep hoping we will see you cruising by in your boat and stopping by for a chat and a drink. Thank you Phyllis for sharing Rick with us.

Rick was a great friend and colleague for the many years since I first met him working at Wapora Consulting in Bethesda Maryland the summer of 1979. When I was looking for post-law school work in 1984 and asked to list him as a reference, he told me that the Edison Electric Institute (EEI) where he was then working had an opening for a junior attorney, a job I was fortunate to get and that turned into a career with Rick as a co-worker for more than 30 years. He was a kind soul, not only to those of us in his circle of friends, but also in his dealings with others, including EEI members and the public. He always had a positive outlook on life and the ability to make the world a better place. He recently told me that my wife Lynda Spencer and I were generous, but I think that description more aptly applied to him. He mentored younger staff at EEI and worked hard to create team spirit as we dealt with very difficult energy, environmental, and natural resource issues together. He has left a great legacy in his work, including on avian, electromagnetic, endangered and threatened species, land, vegetation, and wildfire management issues. I knew he was a strong runner and regularly ran for exercise, but I did not realize that he had been so advanced in the sport in high school and college. He also leaves behind a fine family, having been a caring son, husband, and father. If one measure of a human's life is the impact he or she has had on others, Rick stands tall. His too-early passing is a terrible blow and a deep loss. Our condolences and sympathy to his family and friends.

I am shocked and saddened to learn of Rick's passing. I regarded him as a friend and a true colleague in the electric industry. Bill and I had so much fun with Rick at the EEI Siting Conferences over the years. And it was such a treat to meet Phyllis at one of those conferences. Rick and I had talked about retirement and he was so looking forward to it.
Deepest Condolence to the Family. Remember the good times, talk about him often and the pain will ease as he will be with you always in your hearts. Laurie and Bill Moye (Public Service Company of New Mexico)

I knew Rick as a great guy from my class at O'Connell HS, but really appreciated him from his relationship with Phyllis. They complimented each other - and the joy and love were evident; they shared it with the world around them.
Here are some photos from the 2010 high school reunion. Although I haven't seen or talked with Rick since then, I still feel the loss of his presence among us. Love to all the Loughery family. John Higgins

This wall is a tribute to a man who loved and was loved. Rick always kept up with me, even during tumultuous times. He gave me entirely too much credit for introducing him to Dick Thorsell and EEI. One of the easiest connections ever made. He succeeded wildly. I knew he would and it was perfect fit. The odd couple.
My son Collin joined him in heaven this past Sept. Some people deserve the best the universe has to offer. My deepest thoughts and prayers are with you, Phylis, and your family.

We were so very sorry to hear of Rick’s passing today. Aa neighbors, we enjoyed talking to him, seeing the dogs romp, and watching him landscape/garden through the years.
