Q: What 3 words best describe Michael and why?
A: Went to High School, College, and Law School with Mike. We frequently got together on weekends and enjoyed the nightlife on Long Island. Unfortunately we lost touch after schooling as he continued his education and I went into the Air Force.
So sorry to just hear of his passing...makes you realize not to put off getting back in touch with friends...time is a very finite thing. My condolences to his large circle of family and friends. Was a great guy!

Mike and I lived across the hall from each other as Freshman at Fairfield. Gregarious, he had a serious streak, loved to talk and to hear what you had to say too. His roommate was from Connecticut as was mine and Mike and I would comment about by the differences between them and us Long Islanders. He has always been a fond memory of my days at Fairfield.

Dear Mary, Kara, Kristen and family,
My heart is with you as you mourn the loss of Mike, your Husband, Dad, Granddad, Brother and Uncle. We join you in missing Mike, the wonderful man and leader.
During the 5 years Mike served as BOP Director, I was privileged to observe and learn from his leadership in action. I offer just two of many possible examples that reflect the compassionate, caring person Mike was.
First, Mike appreciated greatly and spoke often about BOP staff dedication and commitment to the Bureau's mission, as well as the support provided and sacrifices made by staff families. As Director, Mike worked to enhance career development and work-life policies and to minimize stresses on staff families.
Second, Mike strongly supported the efforts by incarcerated individuals to make significant life changes while in BOP custody, generally referred to then as the process of "rehabilitation." This process would prepare them to return to the community after release as good citizens and family members and to avoid a return to crime. And, of course, Mike invariably recognized the work of staff to provide the programs, treatment, training and security that enabled inmates to make such significant life changes. In his frequent presentations to staff, Mike would reinforce that the rehabilitative process had been an explicit part of the Bureau's mission since the time of the first BOP Director, Sanford Bates. Furthermore, Mike wisely and compassionately in virtually all presentations to staff and stakeholders, expanded the concept of rehabilitation to what he called a "3-part responsibility" or a process akin to a 3-legged stool. The roles of inmates and staff function as the first 2 legs, with the third leg being the equally important role of the community in providing help and support to the individual returning home from prison. Mike remained stalwart on the importance of the rehabilitative process throughout the late 1980's and 1990's, in the face of high crime rates and the "war on drugs" that made incarceration per se the primary political and popular response to crime.
Thank you for your leadership, Director Quinlan. Thank you for your friendship, Mike. May you rest in peace.

Mike Quinlan was one of the most influential people in my Bureau career. He offered me a tremendous opportunity to serve the Office of the Director as his Executive Assistant and provided priceless experiences that have lasted a lifetime. He was a forward thinker, a kind soul, and a loyal man who will be greatly missed by all who knew him. I pray peace for his family and many friends. RIP Mike.

After attending one of Ashby Ponds welcoming events, David and I were fortunate to meet Mary and Mike in the Maple Grove parking lot. Ever so friendly, Mary and Mike came over to us and after introducing ourselves we arranged to meet at Tysons Seasons 52 for lunch. We were pleased to discover that we were moving to apartments on the same floor of Birch Point.
Since then we enjoyed many dinners together at Ashby Ponds. Mike was always the perfect gentleman, pulling out a chair for Mary, and kindly, for me as well.

Mr Quinlan was my 1st Warden at FCI Otisville when it was opened. He promised early on that he would schedule a meeting to get to know each staff member. My meeting happened about a year later when he asked about my family and my aspirations for the future. He was always pleasant and remembered every staff members name. Decades later, I met him again as Director of the Bureau of Prisons - he was speaking at the BOP Medical/Legal Conference in El Paso. I came out of a bathroom and he came out of the Medical Conference. He saw me and strutted right over, stuck out his hand, called me by name and among other things, asked how Stephen, my son was - who had been 13 months old when I began my career. We only talked for a moment, but I will always remember his kindnesses and his leadership - always.

Mike was a very special person in my life. He always looked at the positives in people and took the time to listen to those who admired him so much. Mike and I became friends the day we met. I
Recognized him as a man of character that day. He had a healthy sense of humor and a depth of concern for doing what is right that made him attractive as a friend. I am proud to have counted him as just such a person. He will be long remembered.

It was my privilege to have shared faith and commitment to justice with Mike for many years. He and Mary welcomed me to their home to share meals and great conversation with friends and colleagues. Mike was our celebratory friend! Starting with Kristen and Vic’s engagement, we have celebrated together all holidays and milestones with Mike and Mary - births and Baptisms of Allison, Lindsey and Kyle and all birthdays since. On Easter we watched the kids hunt for Easter eggs and we posed with the Easter Bunny himself. On Thanksgiving Mike and Mary hosted a delicious turkey and trimmings meal, and at the end of our blessing, Mike would always add, “And for those less fortunate…” On Christmas Eve, Mike and Mary arrived laden with festive holiday flowers, bottles of pinot noir and even more gifts. (And somehow Mike was always able to find for the kids the elusive Christmas “rage” gift of the year, like Tickle Me Elmo.) Mike was a man of joy, smiles and laughter ever present. It has been a great blessing to share in celebrations and grandparenting with him and Mary. Thanks for the celebrations, Mike, thanks for the memories – and thanks for the joy!
