The Honorable Guy B. Arthur, a retired Federal Judge and Colonel in the United States Air Force, passed away in Ashburn, VA on 2 November 2023 at the age of 84. 

Mr. Arthur was born in New Rochelle, NY on 2 October 1939 to Margaret Loretta and Guy B. Arthur (JR) along with his younger sister Mary Louise. 

He graduated from Fordham University Law School in 1965 with a Doctor of Law and was a member of the crew team.  Mr. Arthur received his Masters in Library Studies from Catholic University.  He married his beloved Barbara Lynn Smith on 22 February 1969. They were inseparable together until her death in 2008, after almost 40 years of marriage. 

On 14 June 1961 Mr. Arthur was commissioned as a Lieutenant in the United States Air Force. He served his country for thirty years of combined active and reserve duty.  Most significantly during the Iran-Hostage Crisis (1979-1981) and Desert-Shield/Desert-Storm (1990-1991). He was a career intelligence officer and a graduate of the Defense Intelligence Agency (DIA) School Masters Program in Strategic Intelligence Studies.  His skills were employed by the Air Force, DIA and the National Security Council.  He was awarded the Legion of Merit for his outstanding accomplishments from 1981-1991.  He retired as a Colonel in the Reserves on 13 July 1991.

Early in his career he clerked at the Justice Department and served as a trial attorney for almost ten years.  To spend more time with his family he became a trial attorney and arbiter in private practice. Years later he returned to the government and served as the Director of Labor Management Employee Relations at the Food and Nutrition Service and US Department of Agriculture. He served as an appeals officer for the Court of Hearings & Appeals (SSA) and then was appointed as an Administrative Law Judge.  As a judge he served seventeen years in the Office of Hearings and Appeals, Department of Health and Human Services supporting offices in Charleston (WV) Baltimore (MD) and Washington, DC before retiring in 2013.

Mr. Arthur asked to be remembered as a man who loved God, his beloved wife, his son, daughter-in-law and grandson as well as his extended family and dear friends.  He always tried to do what was right and just.  

He is survived by his son James, daughter-in-law Suzanne and grandson Alexander.
