Obituary of Joan Thiebaud Phelan

Joan T. Phelan (Age 86) Passed peacefully at her residence in Reston, VA on Monday, April 28, 2014. Devoted and loving mother and mother-in-law of Drs. Janet Phelan Kotra and Rama Krishna Kotra; adoring and beloved grandmother of Neel David Kotra and Jay Anand Kotra. She served her country and humanity with courage, integrity and grace as an intelligence analyst for the U.S. Central Intelligence Agency from 1952 until her retirement in 1985.
