I worked with Tosh off and on between 2005 and 2012. Our work was in support of the US Navy and Department of Homeland Security. Tosh was most capable and dedicated engineer I know and highly respected among his colleagues and others who knew him. He provided invaluable service to the defense of our country. He was always willing to tackle the toughest problems and did so professionally enthusiasm and integrity.
Tosh and I also had chats outside work for things such as fishing and gardening during our trips to Arizona in support of Navy work. He will definitively be missed by all.

What a pleasure and privilege it was to have known Tosh. Truly a beautiful person. The bulbs he gave us, a few years ago, come up each year in our garden.
Pam, please accept our condolences.

My prayers and condolences to all of the family. I knew and periodically worked with Tosh at NAVSEA for many years. He was wonderful to work with, very professional and knowledgeable, and a true gentleman to work with. We often shared stories of Arkansas and the Razorbacks, but we could never determine that we met in our one overlapping year at the University of Arkansas. I know this is a great loss for you and you have my heartfelt sympathy. God Bless You.
Sincerely, Bill Lohmar

I will miss your one line zingers on New Years Eve, your bountiful garden during the summer, and your input to our conversations while having coffee with Pam at your house. This past year has been a long haul. You did it with grace and never complained except to Pam about how "icky" all foods tasted. You gave it the good fight. Rest In Peace.
