I served in the 928th combat support squadron as a ssgt with Oliver who was also a ssgt. He was a very fine person who took his duties very seriously. This was a reserve unit. He was I believe postmaster of Hinsdale illinois pursuing his degree as George Williams College. All I know is that if we had to go into active duty to defend an airbase. I would want Oliver with as he was the type person who would never let you down. We were a air police flight. He always displayed leadership qualities lost track of him in 1972. I was discharged. He stayed in the air force My sincere sympathies I went on to become a lawyer. I knew Oliver would go on to be an officer and to accomplish great things

I worked with Oliver while at the Pentagon in he 1990's. He is an outstanding officer and Security Forces leader! Few, very few, people enter the Air Force, get selected based upon exceptional performance to the deserving airman officer commissioning program. His contributions while serving in a senior leadership position at the Pentagon culminated 39 years of service to his country. LTC Carter will be missed, and here is a salute from me!

while on an orientation visit to the AF Reserve unit at O'Hara.it was about a two hour visit and I believe we became friends and although I never saw or talked to Oliver again I would have like to and believed he was still a friend. A quality person in all respects. My condolences to his family.

On behalf of myself and the Christian family I render a warm salute and embrace to the family of our departed Brother Lt Colonel Oliver Carter - a fellow member of the East Coast Chapter Tuskegee Airmen, Inc. I knew Oliver as a warm, welcoming, wise and compassionate member of the ECCTAI. His vibrant spirit and the sparkle in his eyes made his presence remarkable. We shall remember his service and the friendship he shared.
May his soul rise in peace. We shall remember him.

Dear Wanda and family,
Jim and I wish to extend our condolences and prayers in this time of grief for the passing of your Oliver.
I remember you both as dedicated members of Ascension Church in Bowie. As busy as your family and professional lives were, you and Oliver still gave of yourselves for the betterment of your parish family. Oliver's contributions to the Parish Council were very important. I remember you both well when you took part in the Confirmation retreat at the Shrine, enjoyed the Church tour at Ascension, and took the Ministry of Catechesis class together. I count you as friends...and though I may not remember all of the contributions that Oliver and you shared with us, we can be assured that the Good Lord has a perfect memory and is grateful for the service you gave his people.
I think the definition of the word WITNESS from the Catechism of the Catholic Church sums up the kind of Christian man Oliver was: "Practical testimony or evidence by Christians of their faith in all circumstances of life--by prayer and general conduct through good example and good works, being and acting in accordance with Christian belief, actual practice of the Christian faith."
How blessed we are to have known Oliver and you dear Wanda.
Wishing you Peace,
Judy Liggett

I’m so sorry for your recent loss. My deepest condolences to your family. Death of a loved one is never easy to endure, but you don’t have to go through it alone. You can always find comfort in our God of tender mercy Jehovah, as found at 2 Corinthians 1:3,4.

My deepest condolences on the passing of Oliver. I remember so well when he joined the East Coast Chapter, TAI. He immediately became a hard working member. I was the National Protocol Officer and had the pleasure of working with Oliver during his tenure as President of ECCTAI. He was an awesome leader of the Chapter and a pleasure to work with!
RIP Oliver Carter - to be absent from the body is to be present with our Lord!
Peace and Blessings,
Dr. D.

Oliver, we will miss you dearly. You were an important part of our lives, and more so, you were the father my brothers needed the most. Your time came too soon. Rest in Peace, and watch over us from above.
