Obituary of Francis Joseph Bulcavage

Please share a memory of Francis to include in a keepsake book for family and friends.

Francis Joseph Bulcavage  passed from this life on Friday October 8, 2021 at Reston Hospital, Reston, Virginia.   He was preceded in death by parents Frank and Connie,  sister Carol Ann, brother Frederick, brothers-in-law Maurice Hunter and H. Keith Beall, and  niece Celeste Beall.

Born in Shenandoah, Pennsylvania (PA) in October 1955, he grew up in Mahanoy City, a small town in the coal mining area.  He attended St. Joseph’s Parochial Elementary School.  He completed Data Processing at Schuylkill County Area Vocational Technical School and graduated from Mahanoy Area High School in 1973.  Known as” Joey” in his early PA years, he enjoyed playing pool at the Teen Canteen.

Attending American University in Washington, DC, he graduated in May 1979 with a Bachelor of Science in Computer Science plus Graduate Level studies.  While in college he enjoyed hanging out with his friends in Georgetown.

His work experience included extensive technical and executive management roles at the Corporate level.  His career began with Systems Architects, Inc. in Arlington, VA.  Transitioning to Inter Systems, Inc. (ISI), he served as Vice President, Division Director, Project Manager and Senior Systems Architect working on diverse, complex Government and Corporate systems.  ISI work included temporarily residing in Huntsville, Alabama.  He also performed SIR/DBMS software conversion consulting at SIR (USA), Inc. in Illinois.  His Federal Government career with Internal Revenue Service in Washington, DC spanned 28+ years.  Now known as “Frank” he most recently was a Unisys Operating Systems Specialist until his retirement in December 2018.

Despite long commutes to work, long hours and out of town work, he enjoyed swimming and often hosted pool parties with friends. He enjoyed cycling the Washington and Old Dominion (W&OD) canal trail through Virginia as well as attending plays and the theater.  Frank was a dedicated oenophile, always exploring and experimenting with wines.  He loved trying new cuisines and pairing them with different vintages, continuing his gourmet research.  Dining out at new and favorite restaurants was a welcome pleasure until the COVID-19 pandemic in 2020 impacted in-restaurant dining.  Studying the stock market was a favorite hobby.

A Virginia resident for 40+ years, he was a member of St. Mark’s Catholic Church and also enjoyed going to the Basilica of the National Shrine of the Immaculate Conception, Washington, DC.  Most holiday weekends he headed to the various East Coast beaches (Rehoboth Beach in particular) with his beach group of friends.  He enjoyed visiting casinos in various states (Atlantic City, Las Vegas, Hard Rock, etc.) trying his luck. He loved traveling including trips to Nassau, Bahamas, Paris, France, New Orleans, etc. as well as visiting family and friends in the U.S.

He always enjoyed the Bulcavage weddings in PA (especially in the earlier years) with the large family of relatives (Aunts, Uncles, and Cousins) at that time.  Many holidays in Virginia were spent with long time friend Louise Hunley and her family.   Joey/Frank was a soft-spoken, easy-mannered, generous person, always concerned with his family members well-being. He was a very kind and caring man whose memory will live on with each of us.  But God called his name so softly that only he could hear.  He will be dearly missed by all.

Surviving are sisters Rosemarie Hunter of Tennessee, Theresa Beall of Florida, and Connie Carter and husband Dale of Oklahoma.  Also niece Terri Lynn and  husband Josh Wright, Anthony,  Jacob,  Ryan and Levi of  Nevada,  nephew Edwin Hunter and wife Lexi,, Edwin, Jr., Heather,  Katelyn, Hailey  and Ethan of Tennessee, nephew Keith Adam Beall and  wife Rosa of California,  nephew John Carter and wife Tasja and Anna of  Oklahoma as well as numerous other relatives and friends.
