Carl Norris Payne, 94, formerly of Monroe Street, Herndon, died at his home on December 24, 2013 in Lansdowne, Virginia. Carl was born to the late Bertha Mae Morris and Louis Franklin Payne in Winston-Salem, NC on October 19, 1919. After his family moved to Roanoke, Virginia, he graduated from William Fleming High School and attended Virginia Military Institute as well the University of Alaska, San Jose State, and University of Maryland. A World War II veteran, Carl served his country in both England and Okinawa. He continued to serve in the military, the Army Air Corp and later the US Air Force, for 32 years holding every rank from private to lieutenant colonel (except for warrant officer). After retirement from the military, Carl was the office manager and bookkeeper at Perfection Auto in Herndon, Virginia for many years. Carl was married to Frances Josephine Woodahl from March 1942 until her death in July 1989. In October 1990 he married Alberta Costello Boothe, who survives him. Carl is survived by four children: Claudia Payne Grice (Frank) of Lake Junaluska, NC, David Woodahl Payne (Mary Kate) of San Diego, CA, Amy Payne Hornaday (John) of Springfield, VA, and Richard Morris Payne of Bethesda, MD. He also survived by seven grandchildren: Kara Grice Acree (Keith) of Wendell, NC, Stephanie Grice McGarrah (Chris) of Durham, NC, Matthew Payne Grice (Susan) of Gulfport, MS, Michael David Payne of Virginia Beach, VA, Travis David Payne of Culver City, CA, Marion Elizabeth Payne of Seaboard, NC, Ruthann Payne Supry (Dan) of Suffolk, VA, and John Wesley Hornaday III (Lori) of Remington, VA and nine great-grandchildren: Henry Finas Payne , Caroline Elizabeth Grice, William Franklin Acree, Katherine Grace McGarrah, Sean Michael McGarrah, Parker Grice Acree, Andrew Graham Grice, Bennett Payne Grice, and Duncan Langdon Supry. Carl is survived by his sister Juanita Mae Payne Overstreet of Roanoke, VA, numerous nieces and nephews, sister-in-law Mary Louise Costello Everhart of Winchester, VA, and brother-in-law Wilbur Costello of Berryville, VA. He was preceded in death by his four siblings and their spouses: Nellie Blanche Payne Hall (Estile), Leslie Marion Payne, Francis Howard Payne (Vicky), and Ruby Ellen Payne Hicks (Doug). He is also survived by two stepchildren: Tom Boothe (Katy) of Nashville, TN and Sharon Boothe Dodrill (Fred) of Middletown, VA. The family is grateful to Carl's wonderful and compassionate caregivers; Dr. John Cook, Mabel Costello, Mek Newman and Diane Black. Burial will be at Arlington National Cemetery at a later date. In lieu of flowers memorials may be made to Dranesville UMC, 1089 Liberty Meeting Road, Herndon, VA 20170 or to a charity of one's choice.
